Reading Add-On Endorsement and Content Area Reading - Professional Development (CAR-PD) Information

Who are required to successfully complete the Reading Add-on Endorsement? Elementary, and/or Secondary instructional
personnel? What is to be their status by July 2006? 

As stated in the August 4, 2003 memo from Chancellor Warford, any teacher
teaching a reading course at the secondary level will be required to have either the

K-12 reading endorsement or K-12 reading certification. Additionally, any teacher

teaching elementary reading courses must have one of the following qualifications:

K-12 reading endorsement, K-12 reading certification, or elementary education

certification. Federal law requirements of NCLB for teacher quality must be met by

the end of the 2005-2006 school year - specifically, June 30, 2006. This

requirement is reflected in Florida ’s Course Code Directory for teacher

qualifications of reading courses with the date of July 1, 2006.

What do teachers need in order to qualify for the K-12 Reading Certification?

A minimum of 30 semester graduate hours in reading or a Master’s degree or
higher in reading; and a passing score on the K-12 Reading Subject Area Test.

What do teachers need in order to qualify for the K-12 Reading Endorsement?

There are three ways for an educator to add the Reading Endorsement to a valid

Florida certificate:

 

1.      Florida District Add-on Program

Complete an approved district add-on Reading Endorsement program, obtain

the district application form from your school district certification office, and

submit the complete application to the district certification office with a $56.00

processing fee. The district add-on plan describes the professional

development that will be offered for the 6 required Reading Endorsement competencies:

 

·        Competency 1: Foundations in Language and Cognition

·        Competency 2: Foundations of Research-Based Practices

·        Competency 3: Foundations of Assessment

·        Competency 4: Foundations of Differentiation

·        Competency 5: Application of Differentiated Instruction

·        Competency 6: Demonstration of Accomplishment (Practicum)

Note: If you are adding the Reading Endorsement by completion of a district

add-on program, please contact your local school district certification office for directions and assistance. Do not mail an application to the Department of
Education’s certification office.

 

2.      Apply directly to the Bureau of Educator Certification of the Florida Department
of Education, pay the $56.00 processing fee, and submit official transcript/s
showing completion of the reading courses outlined in State Board Rule
6A-4.0292
.

For option 2 State Board Rule requires completion of fifteen (15) semester
hours
in reading coursework based upon scientifically based reading research
with a focus on both the prevention and remediation of reading difficulties to
include
:

·        6 semester hours in understanding reading as a process of student engagement in both fluent decoding of words and construction of
meaning;

·        3 semester hours in the administration and interpretation of instructional
assessments to include screening, diagnosis, and progress monitoring
with purposes of prevention, identification, and remediation of reading difficulties;

·        3 semester hours in understanding how to prescribe, differentiate
instruction, and utilize appropriate strategies and materials based upon
scientifically based reading research in order to address the prevention,
identification, and remediation of reading difficulties in order to
increase reading performance; and

·        3 semester hours in a supervised practicum to obtain practical
experience in increasing the reading performance of a student(s) with
the prescription and utilization of appropriate strategies and materials
based upon scientifically based reading research to address the
prevention, identification, and remediation of reading difficulties.

   

3.      Reading Endorsement for ESOL (REESOL)

As stated in the March 4, 2005 memo, the REESOL bundle is an add-on
training that will cover all of the remaining competencies needed to fulfill the
requirement for the Reading Endorsement. This training option is available
only to teachers who have completed the ESOL Endorsement 300-hours
inservice program. The REESOL Bundle Add-on Program will include:

·        Original Inservice Points Earned
(through Reading/ESOL Crosswalk) - 80 points;

·        REESOL Bundle Inservice Training - 100 points;

·        Florida Online Reading Professional Development
(FOR-PD) - 60 points; and

·        Reading Practicum - 60 points.

What about Content Area Reading - Professional Development
(CAR-PD)?

As stated in the July 28, 2006 memo from Dr. Lefsky, any content area teacher

in grades 6-12 is eligible for CAR-PD. Completion of CAR-PD would make a

content area teacher eligible to serve as a reading intervention teacher in their

content area class pursuant to the approved K-12 Comprehensive Reading Plan.

CAR-PD does not satisfy requirements for the reading endorsement, and therefore

there would be no reflection on an educator’s teaching certificate. CAR-PD is a

package of 150 inservice points with reading endorsement indicators drawn

primarily from the areas of vocabulary and comprehension. The CAR-PD

package consists of:

·        Florida Online Reading Professional Development
(FOR-PD) - 60 points;

·        CAR-PD Academy - 60 points; and

·        Reading Practicum - 30 points.


Information related to the CAR-PD Summer Academy was announced in a
March 12, 2007 memo that was sent to all K-12 Comprehensive Reading
Plan Contacts.


Note: CAR-PD Academy training must be provided by a FLaRE Certified
